Given your username, I'm assuming you're a freelance writer (speaking from that perspective and not that of a buyer). If you're the one writing, there is absolutely no reason for you to use Copyscape or similar services. It's a copyright violation to rewrite others' work without a license to do so. Just don't do it. Write your own original material, and there's nothing to worry about. Only those plagiarizing feel a need to check their own work. As for clients, here's how I see it. If you feel a need to check their work for copyright violations, then you're probably not working with a pro (or you're too paranoid). Remember that passing copyscape in absolutely no way means the content is legal - a complete rewrite is still a derivative work unauthorized unless you have a license to the original. If you want to be safer, you'll pay more for a pro. That's all there is too it. As for those who massively rewrite their own content for submissions, frankly they're spamming the Web with garbage, so they really don't deserve much consideration.

I have doubts that copyscape is all that accurate.....It is a strange beast sometimes. Is the reason that it is the most used only because it was the first?
copyscape uses a google API to do a simple 3 word shingle test. That's why it often brings up forums and stuff like that - the 'furniture' on the page is the same (copyright notices, help text, that sort of thing).
I use Plagiarism Detect and then if I still have any questions remaining I'll run it through copyscape.
