Any possible ad sites I can use?

 

Look at AdEngage, I've seen some sketchy sites on there.

 

Alright. Any others? Never Blue Ads I've heard is decent?

 

you are going to struggle to be honest, most reputable sites wont want the association with an illegal practice and those that are comfortable with illegal practices are probably not the most reputable for maying for services rendered. May be look for companies that offer "smoking" holidays to Amsterdam etc?

 

You'd have problems with all the major players but some of the smaller PPC may accept your ads. Just be careful as it's easy to get ripped off with the smaller PPC companies.

 

If I were you I would look at one of the new emerging players in the traffic monetization game: Advertising Alternative

These guys look great in terms of a monetization model that does not rely on CTR and also pays a nice rate.
