He is right though. Alt attributes are used to identify the image for those who cannot see them. The only impact this has on SEO is that search enigne spiders happen to fall into that group and thereby rely on the alt attribute as well as the surrounding content to determine what the image is and how relevant it is to the keywords being searched for.
