Which one is better for SEO purposes. I'm working on a BBcode for my forum that will allow image tags but I'm need to know which one is better to use...or can I use both?

You should use the alt attribute for alternate text to describe the image for accessibility compliance, not for SEO, and the title tag to offer information about the image (and you can use keywords for SEO purposes). You should use both.

    Thank you for your time.

Will it hurt to have the alt and title tags the same as each other? Not for all the images on the site but just one image.

I can show you an example if needed.

I doubt it will hurt anything but it's not a good practice.
