Use the keywords you want site to show up for. Alt tag is image tag that also can have keywords. Text links on other sites or your own sites should have keywords and phrase you use on the site. Make sure to use different ones not same one thousands of times.

If I use title tag in link code like :-
    <a href="http://abc.com" title="ABC text">ABC</a>

Is it helpful for getting good position with the Key phrase I used in Title tag?

Yes, for good results use your title tags in your anchor text! BUT don't repeat too much, change the anchore texts slightly.

Only if your site doesn't have much authority as of yet, use the same keyword in alt tag/title/meta kw/meta desc that will give your site more weight on that keyword.

Lets say you have a page for SEO , but including with the seo there is also web directory submission service, so by using the title tag for the links like <a href="#/seo.htm" title="Directory Submission">seo</a> you will tell search engines that the page is about SEO and Directory Submission service.

    Hope this helps.

Jonny555, before all this title modifications, check your keyword density of the site. isnt a good ideea to get 30% only for one key. your work dont deserve a penalty!

I have never believed much into keyword density and hence i would suggest you to always keep rotating the keywords in the Alt tags especially in the images you use on your websites because this gives the search engines a idea on what the image is related to.

Not necessary. Only the anchor text is important.

In terms of the original question, my experience and tests suggests that the content of the title attribute of anchor text links is completely ignored by the major search engines for ranking purposes. Include it if it helps your site usability, but don't expect it to assist your SEO efforts.
