The importance of these is VERY HIGH. Many times, if a site has a good on-page optimization, only a few backlinks are needed to reach the first page. Keywords and description are also not less important. For keywords, it works best if you have your main keyword of the site and all the secondary keywords added, and for the description, having the main keyword twice adds a lot of weight.

From my experience If you want to see your site at the top of google search engine then you should use alt, title tag, description etc. That things are easy to find any website from the web database.
I would say that alt tags are particularly important as more and more searches are conducted to find rich media. This gives Google and other search engines a hint about what the target content is.. The social signals thereof help validates how relevant the arbitrary names are the actual intended searches. That said, go for the long-tail keywords as always but don't spam junky tags that are not accurate just to bait-and-switch some visitors. You also have to consider folks that turn off images to load pages faster.. It may sound crazy to some of us but there *are* people with slower Internet connections just trying to get information when searching the web. 8)
My last post was messed up but I would like to add that alt tags, anchor text and title tag are one of the most important parameters for on-page optimization.
