There is a lot more they refer to in that message than just proxified pages. Did you "participate in link schemes designed to increase your site's ranking"? Did you use any "tricks intended to improve search engine rankings"? Just looking at the source of razorproxy.info, you have a very large number of links to other proxy sites that are hidden as 1 pixel images in your footer. That kind of hidden linking is definitely a no-no in Google's eyes.
You could even try to email them back and ask them specifically what the problem is. It's a long shot but they might even reply and let you know what the biggest problem is. I tried it once and it worked (fortunately it was only related to placement of the ads, they were too well blended within content)
