allin's and nonrelated pages

I have a question about the allin's. and rankings in Google.

when searching for a keyphrase does google "look" at all the pages within a site and then calculates how many page are related to that subject or is this really page specific?

The reason I'm asking is because I have a website with about 30 or so pages with unique content all about the same subject. Added to that are pages from the letters of the alphabet with countries starting with that corresponding letter to inform about shippingrates. That's 26 pages with nonrelated content...

Would it improve my rankings if I changed this to just one page?

all shippingrate pages are supplemental results now, that's why I started to wonder...
