allinachor: keyword/keyword phrase

    Many of you must have used "allinachor: keyword/keyword phrase" on google. I think It shows which website has maximum links with that anchor text. What I need to know is if an "allinanchor" command shows you at #3 spot and yet in the SERP's you are nowhere to be seen whats that supposed to mean? [onpage optimization is already completed]
    The same website shows #2 in "allinanchor" for a different keyword which I optimized and is #2 in the rankings also. So I just cannot figure out whats wrong with the other keyword.. any help will b appreciated.

    if you a large % of your anchor text in your IBLs is indentical then you can get a penalty

    If thats the case then why is the #1 in "allinanchor" showing #1 in google too?

    I'm even confuse my self that how to bid for a keyword. I'm already stuck with one keyword and its more than a month, its not even in top780.. strange
