I had it happen once about a year and a half ago. Word Press generally does this if:

    * You have affiliate links on your blog
    * You use a blog for SEO purposes
    * You have affiliate banners on your blog
    * You are generally trying to use your blog to make money.

I think they allow one affiliate link, or one donation button only, and even that may have changed.

Word Press.com is not the platform to use of you are trying to make money...for that you need Word Press.org and host your own blog so that you can do what you wish, and how you want to do it.

You can ask them to activate it temporarily so that you can download your content, ythey usually at least give you that. At least you can reload it onto another domain.

When I did it they gave me 48 hours to retrieve my post and such.

You use it for SEO, and it is something they do not approve of.

    From their TOS.

You could try e-mailing them, or use the last available backup you had.
