    But what Bush seemed to be saying was to do both together :) The saying if you want peace, prepare for war is to emphasize the importance of deterrence. A well prepared nation with a well trained army will enjoy peace without being at the mercy of anyone. Take the Swiss for example, the Swiss has not army, they are an Army.
