i tried to optimize my httpd.conf but i can't find this lines

    KeepAlive On
    MaxKeepAliveRequests 120
    KeepAliveTimeout 10
    MinSpareServers 10
    MaxSpareServers 20
    StartServers 16
    MaxClients 125
    MaxRequestsPerChild 5000

    i only found Timeout 60

    and

why my server memory can't go down to 50% ? :(
    my server is
    Intel(R) Pentium(R) 4 CPU 1.80GHz
and i think my ram is 1.5gb
and i only run a phproxy site lol

Not all of those lines will appear in every install.

For some operating systems these settings are loaded as default and you'll need to explicitly add them into your httpd.conf file. If you are running Ubuntu or debian you may find some of those settings in apache2.conf

As for your server memory, this is almost impossible to say without know what sort of traffic you are doing and what setup/modules you have installed.

Are you using memcahce/apc/ram disks, all these block out your memory and can keep the used resources high.

    Hope this helps :)

    What editor are you using?

And also if you are running phproxy then try checking your hotlinking protection and the http ddos attack. Usually chinese http ddos frequently leaks the memory of servers using phproxy.

If this is a dedicated server it is possible that you could be using 700mb just running a LAMP configuration.

    Try running the command 'top'
This will give you the server stats and memory usage
