Well.... that's not that good if a deal. Because there's lots of other GPT sites that pay much better for referrals. Fusion cash for example pays $1 for ever referral that confirms their email, $2 MORE when that person completes their first offer and then $5 more when the referral cashes out. I'm not saying you should match that or compete with them as they are more established. I'm just saying why would someone promote your site when others have something much more to offer. and I understand you're trying to get this thing kicked off. So I would say at least offer $1 for every referral that confirms their email. I'd probably promote that. Also try to get some sponsored posts on blogs as this is great for long term traffic to your site from search engines and other sources. plus you get homepage backlinks to your GPT site isntead of those referral links. I run a money making blog and submit each article to 40 social bookmarking sites. Even sponsored posts. I'm sure there's some other bloggers that do the same. Good luck!
