Yes. Just link them to Internationa pages -- you can pick up international links as an affiliate once you login.
I believe you can do it with a few. The ones I know of with some quick details about them are: Casale Media Paypopup I have never used these on non english sites, but in the TOS it did mention that they can be used. I think the first one is for only spanish sites though and not sure about the 2nd one. It's best to look into their TOS first before adding them to a non english site to see exactly if they can be used with your sites language. Good luck.
