Affiliate program that's happy with junk

I have a couple of 'junk' websites (the pages have near identical content apart from varying city names), which were earning me a few hundred $ a month until AdSense spotted them and banned them (although fortunately I was allowed to keep my AdSense account for other sites).

The two sites are about property / estate agents in the UK. Are there any affiliate programs or alternatives to AdSense that have a relaxed policy on site quality?

So I sign up, select category 'real estate' and specify 'no adult content' ... and I get this (amongst others):

Not too impressive.
