Affiliate networks requiring pre-made sites ?

As a noob, I'm stumped by the fact that most networks seem to require you to point them to your website before they'll consider your application. I had read that one should select a product then build a site around it, but that would mean that I need to be signed up with the network (so I can see the products available) before I make my website, which most don't allow.

How can I create a targeted site for a product if I don't know what products I can get until after I am approved but they won't approve me until after I create a targeted website??? See the circular bind?

Advice/perspective from experienced members would be most appreciated.

well if you want a good advice, dont waste your time on a website, in the aplication form state that you are a ppc marketer, if they decline, call them and explain them that you will spend hundreds of dollars each month purchasing traffic to promote their offers.. if they are dumb enough to decline you than just get a free template out there and flood it with exine articles, at least you will have a presence and this kind of websites are good to aply to most of affiliate programs
