    Probably he is asking for affiliate networks which do not charge setup fee from merchant, try paydotcom.com, if you have digital product.

    clixGalore is free setup - you do have to make a deposit however in order to pay your affiliates.

    merchants need to pay!!!

    try to check out some on a4u forum. there you can find some but if you seriously need traffic you must go with good one... that means you need to pay.

    That's absolutely true.
    I assume it is impossible to find a really good free network.

    Try SaS, it is not expensive and really good. I was recommended it several times...

    Clixgalore is free and its better than many (not all) paid ones.

    I suggest that you try clixgalore first and if it is effective, then join a paid one (also consider upgrading your clixgalore account to platinum.)

    We joined clix at the free level and did very well almost immediately - even hit the top 10 list for a bit but then fell back down a little.
