That would be CPA or cost per action. It could be as simple as filling out a form. Thier are many sites that offer this right now. Even google has some programs paying for this.
Yep this sort of program is good for the publisher as they prefer cpa compared to cps, but it's not quite so good for the advertiser if you will allow incentives used.
