    you position is depend on ur bid amount and CTR.. if ur ur CTR comes greater than u competitor u wil be at one place ahead of him though he set maximum bid than u
    for example

    comp ================= bid =========== CTR =========== rank ============ ad position


    competitor 1 ===============1$ ============= 10% ============= 10 ============== first
    competitor 1 =============== 2$ ============= 3% ============== 6 ============== second

    So the best thing a you can do for adwords to be successful is to improve and tweak the quality of your ads being run? To improve CTR and therefore visibility.
