Adwords vouchers for Adsense Publishers?

Google has sent me an Adwords voucher worth INR 2500 ($54).

The envelope says "Special offer for Adsense Publishers inside!"

This is the first time that Google has sent me something (besides my monthly Adsense checks)....

How often does Google send vouchers to its Adsense publishers?

Who else has received such a voucher?

I also received the envelope says "Special offer for Adsense Publishers inside!"
and received promotional code. While I reedmed it the reply come as
"Sorry, your account is too old to be eligible to redeem this coupon."
but the expire date is 21st jan 2010.

i had got a voucher too but from google analytics
