Adwords vouchers and opening new accounts?

with all these vouchers going around i was thinking of opening a few new accounts and useing the vouchers and link to get around $500 in adwords for around $25 by opening 5 accounts. I am wondering if this is allowed to open multible accounts to use vouchers and such then when you used them up close the accounts if needed or what not?

First time i seen vouchers going around and would like to know if this sort of thing is allowed.

 

You can open multiple Adwords accounts as long as they aren't advertising the same website or category.

I don't know what Google would say about you using the promotional codes on new accounts. From what I've read by doing a search (I had the same question yesterday), Google can ban you from Adsense if they catch you.
