Adwords voucher in the mail but adsense account is closed

i had adsense acc i closed this account and now they sent me this adwords voucher, can i still use the voucher?

i don't have an Adwords acc, and i have a new Adsense acc just approved.

 

You can use this gift to advertise your other links other than Adsense. To use this fund you have to register in AdWords.

 

It is your moral obligation to use anything that google gives for free
