AdWords Strange Phrase Question

When you get something in adwords that is really bad English but could easily be fixed by adding one or two short common words, does this mean that the keyword is likely the one that would make sense and the short words are omitted?

    For example:

    How Find Fun

Would the phrase likely getting 100,000 searches a month be "How to find fun"?

If I'm not mistaken, words like 'to' and 'the' are excluded in the search queries due to the commonness of them?

This is true for broad matches.
Using quotes in your search changes things.

your search volume for "how find fun" triggers any broad matches with those 3 words in them.
    It can be:
    - how to find fun
    - how hard to find fun
    - how easy to find fun
    - find how fun a b c d anything

It is not having people to search for that exact keyword.
As long as it consist of the 3 words, it is considered into your search volume.
That is what he meant by broad match.
