This may sound like a totally noob question, but here goes anyways.

Is Google Adwords just for people who have products to sell or are offering a service?

I think people also use it for sign-ups for forums etc , if they have the money to spend.

Adwords is for anyone trying to advertise whatever they want to advertise. It is absolutely better though (as with any business) to have revenue coming out of your advertising.

Yeh, I mean you can have adsense and affiliate links etc.. on you site. So revenue coming in (hopefully).

Just every site I've seen using Adwords has been tailored specifically to selling products. So, I've not seen any blogs or article sites or directories or anything using adwords...kinda makes me wonder if adwords is for anything but online stores and landing pages etc...

The lack of competition in some niches means that explicitly non-commercial keywords can be dirt cheap - a few cents/click.
