I am using the keywork tool.

I am using computer repair as my main keyword, it suggests using city computer repair and computer repair city.

Is city a variable or do they see people actually typing in city?

you should do it like this:

computer repair, repair computer, pc repair, repair pc, computer, repair
    Code (markup):
I think that would be the best

and by looking at your links, I think they expect you to put in the city where it says "city"

Some people do use their city/town or state's name as qualifiers when doing searches. A few use their zip code. Some will even use their phone area code. There are millions of ways to do searches and you will see all kinds of variations.

Make sure to use 'exact match' in the keyword tool to see actual search volume for specific terms. If you are looking at broad match, you are seeing volumes that are blown way out of proportion.

If you are a local computer repair company, you definitely want to target locally. Not many people would search for computer repair in a city/state where they aren't local to - what kind of sense would that make? Also, get your Google Local Business info completed and do all of your local directory submissions - Yellowbook, Yahoo Local, etc. and you will see greater results.

    Good Luck!
