The google is smarter than you think ;)

what kind of keywords are you bidding on? if its just specific names, good chance thats probably why

also, your TLD forwards to http://www.provillus.com... probably might want to change that and start with a new URL all together.

that may be playing a roll in the low quality score, but 99% chance it has to do with your keywords.

are you using keywords like "web hosting reviews" or "[company] reviews?"

I have a big question, how did you find out what your keyword quality score is?
I don't remember seeing how to do that.

you just mouse over the little question mark icon next to each individual keyword then a pop up window shows up then you select the tab and it will tel you your 3 rankings landing page, keyword relevancy and page load time and then your score out of 10

I tried to classify your site with www.ClassEngine.com against "General Business Categories" and got the following categories (similar to keywords)

    internet service providers
    internet services
    wireless services
    sales
    shopping
(the top ones are the best)

Is it relevant to your website content you expect?
If yes try to use these or similar keywords for your ad.
If not try to tweak textual content of your website until it meets your needs using classengine every time, it does not lie and is more sophisticated then what google suggests as keywords for the website. Besides once you get relevancy using classengine you'll start seeng that google makes you better keywords suggestions.

I am helping differnt sites with SEO and classengine helps me a lot.
Let me know if you have any questions.

I took a more detailed look at http://webhosting.top10reviews.info
I think it is a good site accumulating a lot of useful information about webhosts, friendly and I bookmarked it for myself.
There is nothing wrong with this site in terms of content consistency. But what I think, it is devoted to such a popular subject and therefore
    1) all related keywords are very expensive in AdWords.
    2) If you google "best hosts" you'll find a lot of sites on the top like www.Hosting-Review.com/Top, www.hostcritique.net, www.Best-WebHosting-2008.net, www.top10webhosting.com, etc., etc., which is really hard to compete with.

You'll have to try with new domain. your current domain is burned. Even if you add hundreds of pages and try and optimize the campaign it will take you months to get the QS higher.

Get a new domain and copy the content over. Use titles and descriptions that match the keywords you're bidding on.

direct your campaign to inner pages that are more relevant to your keywords than the homepage.

And most important! as you're entering a very competitive market, you'll have to start with high bids. that way you'll get good CTR and this will increase your chances to get good QS.

Things you need to get a good AdWords quality score:

    Very tightly group adgroups
    SEO landing pages
    Great ad copy
A good click through rate (typically best to have positions 1-3)

At the end of the day it takes a month or two of great campaign execution for you to truly see quality scores.

I tried breaking the quantity of Adwords up and that fixed some of them. I also think Google remembered some of the words and would not let me use them even though I changed the add text.
