Does Google offer a first page permanent placement program through certain companies? I found this and it seems too good to be true: http://www.performancemediaplacement.com/Franchise/index1.html and http://www.performancemediaplacement.com/Franchise.asp They can guarantee first page placement for unlimited keywords and clicks for a flat fee on Google. I know Google has made changes recently and this is a program I wouldn't mind getting involved in. Since they are Certified Partners do they get special deals not offered to the public?

They seem to be talking about Adwords here and I don't know what they're talking about "permanent placement". If talking about SERPs, still doesn't make sense as a permanent placement in any position cannot be guaranteed. Sounds like talk to make them sound good like "corinthian leather". 2. How come they are the only partners offering it? Of all the Google partners, they're the ONLY ones?
