Adwords or Organic first

I was reading Perry Marshall's adwords guide and he seems to suggest an adwords strategy before an organic one

Would most people agree with that?

My client only has a budget of 300 euro a month. They are a small budget hotel in Paris so promotion is very competitive.

I'm not sure what to do first, any advice?

I think the reasoning behind using a ppc campaign first, may be time - you can get your ads shown straight away, whereas an organic strategy takes time to roll out.

I would recommend you to advertise via adwords or buy high pr link and optimize clients site for specified keywords.

If you expert in SEO, of course SEO first and then adwords

Yes, for getting significant result from PPC, SEO should be first priority.

PPC may be a good idea to start with... if you have the backing to get behind it. However if not, I'd say go with organic. These days you can get your website indexed pretty quickly by using a number of different web 2.0 websites. I find that Craig's List as well as Squidoo are great to get going quickly. You may also want to test out HubPages. I have heard some rave reviews for them ever since Squidoo was penalized a little bit for all the spam on there.

P.S. Longtail is king right now.

You can use adwords (small scale budget) to get some instant traffic. With that traffic, not only can you gather data on keywords mentioned above, but you get to test your sales copy and product. If your sales copy or product to not produce sales, there is no need to build SEO traffic.

However, with the initial flow of traffic and the gathered data and good sales conversions you know what keywords to target and you will know that you can convert that traffic to sales.

After you are listed in the SE's, you could still use PPC as added profit if you want to spend money to make additional money.

    Take care,
    Greg
