It is pretty clear to me. You need to pay them more money to run more ads. You prepaid, and your funds have all been spent. Replenish your prepaid account and your ads will come back on.
This seems to be the next step by Google in their fight against people using several accounts. Seems as if "bank transfer" accounts have to put in money now (at least once) to ensure, that the billing details are correct. Now they will surely start to check incoming data deeply and ban the people just trying to work with signup links and vouchers

keep hoping but this is standard system work. they will do it worldwide at the same time. I don't think this is the reason
You are trying to scam google. You are only entitled to use one voucher to set up your first account. Those are the rules. And the downtime is not the reason. I can access my ads fine. The 11th is two days away. As odiekaiser said, they closed a loophole that people were exploiting to use multiple free vouchers.
Or now pay before usage always ? I clear cookie and change ip always but i not clear temporary internet files... hmm maybe clear all and try...
It is not sinking in is it? They have changed it if you are funding with an account, you have to prepay before you can utilize your voucher because people like you were scamming the system and creating new accounts with vouchers over and over again. You can clear your cookies until the cows come home and it won't make a difference. Learn how to make money using adwords, not cheating it.
