I wanted to know as i am on a lets say monitored budget which has limits iw anted to know if adwords is a good way of advertising or should i concentrate more on other things like article writing and manual submission to directories and other methods. I just wanted to know an opinion of some one who may have experience int his field.
I think adword is going to give you pretty relevant traffic, however, depending on your budget, adword can be very expensive.. but yeah, it does work well for my previous web. I'm not starting out with the new web

You can set up your monthly budget in adwords. I don't think you can do it by PayPal. You need a credit or debit card
I would start with some basic SEO and manual work. See what traffic you can drive without AdWords and decide how to spend you money.
