I now have my first adwords account :D
And I looked at My Account -> Billing Summary -> Outstanding Balance .
    There says USD $-50.00
That means my account has 50$ to spend on advertisements or I must pay 50$ ?

means that you might have ordered something but not paid for it, to get it you have to pay them $50... i think

But since they haven't invoice you, you can just ignore until they invoice. Do not need to volunteer to pay Google, they are rich enough :)

I guess you have used the free link to make your adword account, and made postpaid billing...
-$50 means you can run your ads till you reach $50 balance..
This is the amount you can utilize

Usually if you sign up by promo code or link, you can get $50 free with AdWords. I know when I signed up for a hosting account they gave me $50 free adwords credit :D
