Yes, it's been more common lately.

My account was hacked last month, and someone charged over $12,000 over a weekend. Google investigated my account for 3 weeks, and finally figured out it was fraud. They wouldn't tell me who was responsible for the fraud, so I'm still wondering who did it.

Be very careful about sharing your information.

There's been a recent increase in hacked AdWords accounts. Don't expect Google to take any action unless the owner(s) of the hacked accounts notice and complain. They have some automatic prevention measures in place but it's not all that hard for the people hacking the AdWords accounts to do so in a way that avoids initial detection.

If it's not your account that's hacked I honestly don't think they care about your report.
