Adwords gives different quality scores for blank page

I made a new campaign last night for my new domain before actually uploading the website which I'm planning on doing today. I thought it would be ok if i paused the ad groups, but forgot it might hurt my quality score when the spiders come across a blank page.

I've actually got scores ranging from £0.02 to £0.25. There doesn't seem to be any pattern between the cheap words and the URL and even some words that aren't in the ad or URL are cheaper than words which appear in both.

Seems odd. Can anyone suggest why this is?

I've still not uploaded the site but my keyword's quality score has actually improved on average to between 2p and 8p.

You probably have no account or CTR history or the QS bot has not visited your page yet.

so you're saying it just picks a random score before it visits the page?
