Saw this ad and thought it was a test that AdWords was running. No, it's just a gimmicky garbage ad that a big testing company is running. Apparently the bigger advertiser you are, the more Google lets you break their own rules. test test test www.test.com
I have seen this garbage ad before if I remember correctly. Just wondering how Google's editorial review process works.

For the most part every new ad is checked by a Google human. But it typically happens a couple of days after the ad is created. Therefore it is very easy to create an ad like this, run it for a day, and then delete it.
