I was chatting to them yesterday, and the representative told me that my account is not affected by technical issues and he will review my account, after that they will contact me via email.
First check your quality score, then bids, then click on the magnifying glass next to your keywords check the suggestions. If nothing happens then coctact your Adwords rep! I would like to know a bit about the QUALITY SCORE and how to check it
I recently emailed google adwords after an adwords campaign wasn't becoming active for over a week and got the below email in reply after couple of days. Does this sound correct as I have never heard anything like this before? They say my account is suspended but I can still access it and change campaigns etc. and I wasn't informed of any suspension prior to contacting them myself.

They are getting angry because of their technical problems, and to calm themselves down they keep banning people for almost nothing :O
I had a email off them saying they had deactivated some ads because of the display URL, so I changed the URL and asked them to review it, they got back to my and said all is fine and my account is back up and running but my account is not getting and action at all now, no impressions or clicks even on the campaigns that were not affected by the display URL TBH im glad I have found other people having the same problem, I thought google given my a slapping.
I dunno, ever since I "upgraded" to IE7, no google ads have loaded in IE for me at all. Any site that has them loads ultra, ultra slow and eventually shows up with the section that would normally have ads in it BLANK. This fits your timeframe, as it's been a few days since IE7 was automatically installed on my computer via Windows Updates. I use firefox normally, but test everything with IE.
Well, it's not for nothing is it - you keep opening new accounts after they've already banned you, so you know that as soon as they catch on, they will ban you again.
