i want start using adwords...so i thought of using the promotional offers
i found 2 promotional links ( NOT CODES)

i want to use any of these coupons but i dont know whether i get credited
1) after i enter the promotional codes (if any) during the billing process
or
2)just after just entering the billing info....



also i have a hostgator account but those cheaters are saying the 100$ credit is valid for USA and Canada only

Usually after you enter your billing info... They (AdWords) will then use your credits before charging your payment method (on next billing cycle)

Correct... If you follow the link you listed in your OP, you should be fine (as it will auth you thru Google AW using their built-in code gen).
