I have two coupons at google adwords and I can't use them to make ads for my forums , How can I do that please ?

I entered them , but accepted then Adwords suspend my account therefore I cancelled this account , and I will make a new one with other email .
Should I put some money with credit card + coupon or it's only enough . ?

and I I have 50$ Coupon , How much money I should put at google adwords to make it run my ad well ?
