Yep. If you bid on the right keywords, then people will be searching for what you do. If you write a good advert, they'll visit your site. If your site is well-designed, they'll find what they're looking for. If your prices are good, your site looks legit and they can get all the information they need, they'll buy. Google traffic is very focused, as long as you choose the right keywords. It's not Adwords that's at fault if your traffic doesn't convert.

you can't really say adwords sucks just because your site is not converting. could be your niche, keyword, ad copy, ladning page, etc. you need to target the right traffic with right keyword and your landing page needs to be designed to convert
