    What makes you decide to choose (the right) keywords in an Adwords campaign?
    Based on how much competition you're gonna bid?

    I think cost is the consideration before the keywords. I noticed some keywords are very expensive that not possible with my budget. Deohaivan suggestion, maybe the best as alternative to adwords.

    just use common sense.. it's the best tool to identify the business keywords in your niche. list out some best business keywords and go ahead with google keyword tool. check out the competition, global and local search volume. Cost per click is least factor you need to take care of. if your web page has unique and keyword relevant content, you'll get good quality score for your keywords and obviously you're cost per click (CPC) will be low.
