Adwords Budget Messed My Account Up?

Recently I set my budgets lower to maximize my conversion rate. But I noticed that my budget wasn't even maxing out. Not only was my overall clicks down, Conversions and my sales were very bad. Does putting a lower budget take you out of the Search Network? I know there has been a couple complaints about adwords only spending $35, is the problem? It may have been, the problems fixed now, I just don't want this to happen again. It actually starting working around the time of the last update, soo...?? maybe.
    Just double checking.

If your delivery method is set to accelerated, the budget should get spent (unless there isn't enough traffic).

    To quote Google,

"Standard delivery distributes your budget throughout the day to avoid reaching your budget early on. Your ads will show periodically throughout the day"

"Accelerated delivery displays your ads as often as possible until your daily budget is met"

I would strongly advise switching any and all campaigns to Accelerated - there are no benefits that I can see to using Standard Delivery...
