Adwords Broad Match Question

    If you select keywords:

    [free widgets] ie perfect match

    instead of:

    widgets ie broad match

    If the broad match user also gets shown for the keyword "free widgets" which advertiser will get preference? Or is there no preference made on this basis?

    It just seems to me, that logically someone targetting the exact keyword should be given a higher priority than someone who covered the keyword using broad match.

    This depends on each bidder's quality score for each keyword and on how much each is bidding.
