If your suspension was because of your domain, you obviously should change your domain. If not, I still believe you have to change your domain because your previous accounts were banned while advertising that domain so they would suspend your new account as well if you're using it to advertise that same domain. As I say, they'll suspend you immediately if they find out your new account has connection with your previous suspended accounts.

I can't guarantee you will escape suspension, because your current domain is in their "black list" because that domain was connected to your suspended Adwords account. So you can still get suspended for advertising a blacklisted domain no matter how hard you try to change your identity. I'm not an expert in this but my suggestion is you try changing to a new domain and start advertising it using a totally new Adwords account.

If you contact them, the chances of them answering you with what you want is slim. They usually do not retract their bans on people, but that is just my experience at least. I don't know about you.

If you can find an agency that will do that, it could work. The problem is finding someone to run your campaign on their account and take the risk. I've never done it and have refused many with the same idea. But now thinking there's so many desperate people that are banned, I could make a killing. They'd have to follow my rules and I wouldn't come cheap.

Depending on exactly what you did, there may still be some hope for you with the original account.

Don't call them. They'll only get you pissed off. Try minimising your contact with them with your new account so they won't track your account and look for reasons to suspend it.
