Are you asking if you can promote zip submit offers in adwords? Of course you can! That's how I started out years ago, and if I see something that could be profitable, I'll set up a campaign for fun. You can make a little extra coin with that, no doubt.
With the new FTC rules and all, big G has been cracking down on CPA offers advertised through adwords because of some of the bogus claims and fraud associated with some of the offers. Not as easy as it used to be.
