    This sort of arbitrage is generally against Google's ToS and is risky. Unless you know what you doing, there is a high risk of getting account banned.

    You cannot promote your adsense blog to Adwords. As Agen000 said by doing this you will jeopardize your Adsense account.

    and does it mean that once am an adsense publisher I cant advertise my site/blog?

    adwords and adsense are different platforms
    Adsense is like earning through site but high quality content.
    Adwords like competition of keywords like low medium and high competition keywords. :)
