Ok, I have made similar post in another forum, but I thought some forum members here may be able to clear the doubts. There's a site federalreviews.com , which bids for many biz opps related keywords. Just spyfu the site and you will know what I mean. Or go search for following keywords and you can see its adwords ad: "frank kern blog" "Tom Bosley SMC" Nothing wrong with that. However, if you enter to the site, you will observe pop up and pop exist. I am really suprised, since when Adwords start allowing these stuff again? So i shoot them the email, their reply: " Thank you for reporting an ad that possibly violates one of our policies. Please know that ads in our program are reviewed per our advertising guidelines. While we make every effort to ensure that ads which may violate our policies do not run prior to review, it's possible that some ads run on Google before our AdWords Specialists check them. We assure you that we are working diligently to apply the same criteria to all of our ads. We will investigate this matter and, if necessary, will take the appropriate action." Fine with that. After 2 weeks, I was searching for some products' review, and saw the same site coming out in Adwords again! guess what, the pop up and pop exist are still there. I emailed Adwords again, their reply "Thank you for your reply. I understand that you are still able to see an AdWords ad that possibly violates our policy on Pop-Ups. I apologize for any frustration you may have experienced. I have reviewed the AdWords ads using the URL 'www.federalreviews.com' and found that the ads which were violating our policy on Pop-Ups are already disapproved. However, there are a few ads which do not violate our policy on Pop-Ups. Please note that these ads will show on Google until they violate any of our editorial and content policies." guess what, 1 day later, I found that those ads are still there, with pop up and pop exist.
