adwords account suspended what can I do

ok google suspended my account, I have contacted them each time they keep refering me to their terms and conditions
I know why I was suspended, but what I need to know is

if I use a vcc to open another account do I have to use another Ip
and if I need to use another Ip will a proxy Ip work because I hear google has a way around that

I have tried contacting them phone and email they won't let me back

 

You should be able to open a new account with a different credit card.

 

If they know it is you (address, contact info, phone number, credit card), they will just ban you again.

 

ask someone to open an account on your behalf.

 

You can open new accounts with other card details.
