Recently an adwords account was cancelled due to tobacco laws. However, the site does not sell tobacco only tobacco accessories. I know this is still against the rules, but I still see other sites advertising. My questions is can I just create another account or is it tracked by domain. Can i contact google? Does anyone have experience with this?
Hey there... unfortunately Google does whatever it wants. You can contact Google, but your responses are likely minimal, dry, and not too helpful. For all the rules Google impose, there are some sites/companies that are still able to get away with things. They tend to slip under the radar from bots that check pages, and they are allowed to continue on. You can attempt to create another account, and all will be under review like before... chances are you will likely get flagged and encounter the same problem. However, it does not hurt to try. Best of Luck.
As you say, they make it clear that tobacco and tobacco products are prohibited. The ads you see may come under the exceptions that they list - http://adwords.google.com/support/aw/bin/answer.py?hl=en&answer=176038 "Examples of acceptable products: tobacco accessories such as lighters, ashtrays, humidors, cigarette cases, and cigar cutters products for quitting smoking, such as plasters, patches, or gums cigar bars (ad text should clearly promote the lounge or the bar and cannot promote the cigars themselves)"
