Does reddit allow new users to submit stories? It seems that every story I submit (any URL), just disappears and never appears on the 'new' list. My friend suspects that its cause my karma is only 1. Is that true? Any tips on how to build karma? Have been voting and commenting on other stories but somehow, karma never changes. ??????

Is it because your submitting articles from just the one domain name which possibly is your website. That could be one reason.
most likely a negative nancy thought it could be spam and reported it. I have had my stories disappear on digg because it was reported as spam maybe try new stories?
