I'm currently planning a website that requires a similar billing system that ebay employs i.e. the member registers their credit card/payment method on sign-up and the variable fees accumulated every month are automatically invoiced and charged every month. So some months members may spend nothing at all, and some months they might spend $50. What payment gateway methods would be appropriate and accomodate this type of billing system? Any information especially regarding costs etc. would be greatly appreciated as I am quite uneducated r.e. payment gateways. Thanks

You will need a service like Authorize.Net's Customer Information Manager (CIM) to do this sort of thing. It will store the user's credit card information and allow you to charge varying amounts each month without worrying about PCI compliance.
