What is it about SEO that you're set on doing, if you don't already have a website? In any case, I'd just spend some time reading through these forums and you should be able to learn whatever you want. As far as hosts go, there are a ton to choose from. If you don't have an idea for your site yet, or a domain picked out, you might want to spend some time researching hosts & figuring out what you want to do with your site, before becoming an SEO ninja. Just note that most host review sites are nothing more than affiliate link dumps, so you have to watch out for that. Companies that seem popular on DP: asmallorange.com & hostgator.com. I also like Steadfast & Dreamhost (some people aren't happy with DH right now, but I still like them). Steadfast and A Small Orange both have starter plans in the $25/year range.
Mike's advice is sound. I wouldn't spend a dime on third party SEO programs UNTIL I read through the last 60 days of posts in these forums: http://forums.digitalpoint.com/forumdisplay.php?f=11 When you're finished you'll have a much better understanding of what SEO and Internet Marketing is and will be able to decide if you should spend $$ on programs or do it yourself. And personally I use http://www.hostgator.com/ and http://www.servstra.com/ for my sites. -jay
